I use both Weebly and Blogspot for my blogging and niche site needs. I also constantly experiment with them to see which is better in what field. The more I use them, the more I understand how I can maximize my earnings through their best features.

Blogspot wins on this one. I like how easily I can customize my Blogspot sites to make them completely different from the templates available. Weebly, on the other hand, has limited features. Plus, you'll need to get an upgrade -- which means paying at least $4 every month -- to enjoy additional features such as Analytics and favicons, which are free at Blogspot.
In addition, I like that Blogspot allows users to redirect their blog to a domain name, which you can purchase for only $2.95 at Godaddy.
Ease of Use
For beginners, Weebly's drag-and-drop feature wins. You can divide your posts into sub-headings without difficulty. Editing these sections is also easy and very convenient.
Performance as Affiliate Sites
Given the same number of posts published and the same nature of website (e.g., reviews), I found that Weebly gives faster results than Blogspot (i.e., sales and traffic). Note that I've used both sites for products promoted under the Amazon Associates Program.
Recommendation
Of course, self-hosted sites are the best. But if you want to test your affiliate marketing skills first, use Weebly by creating review sites. If you prefer blogging, Blogspot is better, provided that you update your blog often.
